Rationing of visits outside your zone, with CCTV, number plate recognition technology, and financial penalties to enforce compliance.
Instead of reaching for the cudgel as an opening gambit, education would likely have encouraged voluntary compliance in at least the Sheeples, with other sections of the public following on in time.
But no, enforcement ’for your own good’ is the mantra. Disrespectful, insulting and demeaning. People are better than this.
