and why is the WHO behind the 20 mph/30 kph speed limit campaign?

A lot of the stuff being implemented by the EU is promulgated down from these guys which is why the HS2, SMART motorways etc will continue after Brexit and why road signs, “world cars”, road design are becoming standardised everywhere.
Notice how the designated trunk routes are all the roads being changed to SMART roads?
Notice how HS2 follows the high speed rail links?
Also explains why the EU Galileo GPS system is being forced though regardless - they need Galileo to do the road pricing.
This is also the reason why all new cars have a permanently open mobile/wifi/bluetooth/satnav GPS link running. So they can be tracked at all times.
One question few can answer - if we are building HS2 what was/is HS1?
