Suddenly out of nowhere the population and politicians of Wales are shocked that a 20 mph speed limit has been imposed across many areas of the country.
But why are they so surprised? It’s been in the public domain since at least the 29th September 2022 as this document shows so it’s not been hidden away and kept secret:

But it’s been discussed since at least 2020 with this survey of 1002 people which has been used to justify the policy:
A quote: "The Welsh Government plans to introduce legislation in 2023 which will reduce the speed limit from 30 mph to 20 mph in residential communities across Wales.”
But the legislation must have been voted upon in the Welsh Assembly/Senedd surely?
